Jay is the Founder & Managing Partner of Border Consulting Group, a strategy and operations advisory firm headquartered in Naples, FL. In this capacity, Jay serves as an executive advisor and fractional executive to companies seeking to mature their operations and refine their strategic goals. As a consultant, Jay’s industry experience includes manufacturing, retail, healthcare, pharmaceutical, non-profit organizations, and municipal governments.  However, his passion lies in the Defense and National Security segments where he has experience working with contract manufacturers, business services organizations, as well as big data, artificial intelligence, and technology.

Prior to starting Border Consulting Group, Jay led a team responsible for business development at Gartner, Inc. a Fortune 500 management consulting firm. While at Gartner, he grew Gartner’s Global Technology Sales business through identifying, sourcing, and building strategic, B2B partnerships across the medical manufacturing, healthcare, and biotech/life science sectors. Gartner named Jay the Q4 Global Rookie & Most Valuable Player for Business Development (2017) and the Q4 MVP for new Executive Programs business (2018). 

Before joining Gartner, Jay served for 12 years as an active-duty Intelligence Officer in the U.S. Navy. Jay’s military assignments included SEAL Delivery Vehicle Team One, Naval Special Warfare Group Three, and various operations roles in the Intelligence Community. 

Jay earned his Master of Business Administration degree at the UCLA Anderson School of Management and a Bachelor of Science in International Relations at the United States Naval Academy. Jay also holds a graduate certificate in Corporate Governance from UCLA Anderson.
