Jay Border is a veteran intelligence officer and executive operator who helps organizations navigate complexity, stabilize operations, and execute with precision. As the Founder and Managing Partner of Border Consulting Group, he serves as an advisor and fractional executive to companies that need experienced leadership to move forward with clarity and confidence.

Jay has led in environments where decisions carry real consequences. He served for 12 years as a U.S. Navy Intelligence Officer supporting special operations and intelligence missions worldwide, including assignments with SEAL Delivery Vehicle Team One, Naval Special Warfare Group Three, and multiple tours in clandestine intelligence operations roles across the globe with the Defense Intelligence Agency. In those roles, he operated in high-stakes, ambiguous conditions where integrity, discipline, and sound judgment were critical.

He has since applied that same leadership approach in the private sector, serving in executive roles including COO, President, and EVP of Strategy & Operations. His experience spans manufacturing, retail, healthcare, e-commerce, B2B/wholesale, nonprofit organizations, and municipal government, with a strong focus on government contracting, defense, and national security. He has worked with contract manufacturers, business services firms, and technology-driven organizations across big data, artificial intelligence, and advanced systems.

He has led operational turnarounds, built scalable systems, supported M&A efforts, and driven growth initiatives across organizations at different stages of maturity.

Prior to founding Border Consulting Group, Jay led business development initiatives at Gartner, a Fortune 500 technology advisory firm, where he built and scaled strategic partnerships across healthcare, medical manufacturing, and life sciences. He was recognized as Global Rookie of the Year and earned multiple Most Valuable Player awards for performance and impact.

Today, Jay works directly with leadership teams to bring structure to complexity, align strategy with execution, and deliver measurable outcomes. He is known for an embedded, hands-on approach, integrating with teams, rolling up his sleeves, and leading from the front to ensure results are achieved, not just recommended. When needed, he brings a trusted ecosystem of partners across finance, technology, marketing, and AI-driven automation to deliver comprehensive, cross-functional solutions.

Jay holds an MBA from the UCLA Anderson School of Management and a Bachelor of Science in International Relations from the United States Naval Academy. He also earned a graduate certificate in Corporate Governance from UCLA Anderson. He is based in Naples, Florida and is a father of three.
